To date, the Ministry of Government has not initiated legal proceedings against those responsible for the escape of former Commander of the Armed Forces Williams Kaliman, as it did in a similar case when it denounced the former Director of Migration Marcel Rivas, who currently is imprisoned because he allegedly allowed the escape of former Ministers Arturo Murillo and Luis Fernando Lopez by not activating immigration alerts on time.<\/p>\n\n\n\n

\u201cMarcel Rivas having been arrested (for a similar case), then you have to act in some way with justice, out of prudence, everyone should be arrested and apart from the Prosecutor\u2019s Office that has not done its control, the same judge of jurisdictional control, the Director of Migration, everyone has a lot to say in this situation,\u201d Kaliman\u2019s complainant, lawyer Omar Duran, told P\u00e1gina Siete.<\/p>\n\n\n\n

The lawyer denounced Kaliman in 2019 for the crime of breach of duties, because allegedly the former military chief refused to provide prompt assistance to the Police, which was overwhelmed by the violence carried out by followers of Evo Morales, in November of that year. In this case, the former commander was charged, and in a precautionary hearing his house arrest, extrajudicial detention, and other alternative measures were ordered.<\/p>\n\n\n\n

However, the General managed to flee and his whereabouts are unknown. The lawyer questioned this situation and asked the Ministry of Government to denounce those officials, whether of the Prosecutor\u2019s Office or of Migration, who were in charge of the respective control of this person, over whom restrictive measures weigh.<\/p>\n\n\n\n

The jurist regretted that the respective authorities did not provide information, first, regarding the control actions that should have been carried out and, second, regarding the search tasks of the former military chief.<\/p>\n\n\n\n

Duran suspects that Kaliman fled to the United States (USA) and believes that the Government would not be interested in finding his whereabouts because he is a person of \u201ctrust\u201d in the Government of Evo Morales. \u201cI presume that Mr. Kaliman is protected by the current Government and by the previous Government, favors are owed,\u201d he said.<\/p>\n\n\n\n

For his part, Karlo Brito, Marcel Rivas\u2019s lawyer, mentioned that this position of Migration reflects the same situation of his client, who has no responsibility whatsoever for the escape of Murillo and Lopez since they and others like Kaliman did not leave through an immigration checkpoint.<\/p>\n\n\n\n

\u201cIt is further proof that none of those who are outside the country, now as fugitives, have left through a border checkpoint that is authorized or controlled by the Government. This shows that none of the immigration officials, neither Marcel Rivas nor anyone else has any responsibility,\u201d explained Brito. <\/p>\n\n\n\n
